While 4Impact is a new advisory practice, it is built on more than 15 years of international experience.

Throughout her career, Dr. Maya Giorbelidze, Founder & Director of 4Impact, has partnered with governments, United Nations agencies, international financial institutions, universities, foundations, businesses, and non-profit organizations to design, evaluate, and strengthen programmes that create meaningful change.

  • Evaluation of Community Programmes – Nova Scotia Department of Opportunities and Social Development: Led the evaluation of provincially funded community and social development initiatives to assess programme effectiveness, outcomes, and opportunities for strengthening services.

  • Community Research and Evaluation – Cape Breton & Nova Scotia: Led evaluations of Collaborative Food Networks in Baddeck, Eskasoni, Glace Bay, Cumberland, Colchester, and other Nova Scotia communities, funded by Mitacs.

  • Independent Country Programme Evaluation – UNDP Moldova: Served as Governance Thematic Expert, evaluating governance, rule of law, human rights, digital transformation, and institutional accountability to inform UNDP's next Country Programme.

  • Strategic Planning & Results Framework Development – UNDP & UNCDF Headquarters: Developed the Theory of Change for the UNDP Strategic Plan (2026–2029) and the Integrated Results and Resources Framework (IRRM) for UNCDF's Strategic Framework (2026–2029).

  • Food Security, Livelihoods & Humanitarian Evaluations – United Nations & CARE International: Led baseline and final evaluations of large-scale humanitarian, food security, livelihoods, and resilience programmes in Yemen using mixed-method evaluation approaches.

  • USAID Portfolio Evaluations: Led or contributed to external evaluations of programmes in media literacy, democratic governance, economic development, innovation, economic security, women's economic empowerment, disaster risk reduction, and private sector development across Eastern Europe, the Balkans, and beyond.

  • Monitoring, Evaluation & Learning Systems – UNDP Georgia & Asian Development Bank: Designed MEL systems, performance measurement frameworks, Theories of Change, indicators, and organizational learning processes to strengthen evidence-informed decision-making.

  • Results-Based Management & Organizational Learning: Developed Results-Based Management handbooks, training materials, monitoring frameworks, and capacity-building resources for UNDP, the Austrian Development Agency, and other international partners.

  • European Union & International Foundations: Led evaluations and social impact studies for projects focused on social cohesion, employment services, social enterprises, and community resilience, including Social Return on Investment (SROI) analysis and programme evaluations across Europe.
